Victoria state nomination (190 and 491)
On this page
How does it work?
- Meet the Home Affairs requirements for the 190.
- Submit or update your SkillSelect EOI.
- Use your EOI number to create an account on the Live in Melbourne portal and submit an ROI.
- If invited, submit the nomination application on the portal, then lodge your visa application with Home Affairs.
An ROI is not a nomination application and has no processing time. If you do not receive an invitation email you cannot apply. An ROI from an earlier program year does not count, and a new one is needed for 2026-27. Invitation rounds happen through the year with no set dates, and the program will close to new ROIs sometime in 2027.
Who is eligible for the 190?
- Living in Victoria or overseas, and committed to living and working in Victoria. Onshore applicants living in other states are not being selected, apart from some case-by-case exceptions in border communities.
- ROI selected by Victoria.
- Under 45.
- At least Competent English.
- A valid skills assessment in an occupation on the 190 list.
- At least 65 points on your SkillSelect EOI.
You do not need to be working, and there is no minimum work experience. If you live in Victoria and work in skilled employment for an employer physically located in Victoria, you can claim your annual earnings in the ROI. Nomination cannot be transferred from one state to another.
How does Victoria rank applicants?
The Victorian Points Test weighs seven factors: age, English, years of experience in the nominated occupation, qualification, occupation skill level, your partner's skills (if any) and annual earnings from skilled employment in Victoria. ROIs are ranked from highest to lowest. In each round, Victoria invites the highest scorers across all occupations, and also the highest scorers within each priority industry. The 2026-27 priority industries include healthcare, social assistance and education, including early childhood and secondary teachers.
What does it cost?
